The NIACE Spring policy briefing will provide an overview of the Bill and an opportunity to explore the potential impact of the Apprenticeships, Skills, Children and Learning Bill published on 5 February 2009.
The Bill includes the details of the Government's plans for a statutory right to time off for training. It also sets out the legislative changes to implement the Machinery of Government reforms which will dissolve the Learning and Skills Council and establish the Skills Funding Agency and Young People's Learning Agency.
The Policy Briefing will cover:
· areas of political contention and agreement
· opportunities to influence the legislation through lobbying
· the potential lobbying has for providers of education and training for adults.
The primary focus of the policy briefing will be the implications of legislation for post-19 education and training in England. If participants wish to cover the Bill's provision for Wales or for learners aged under 19, they are invited to indicate this in their application.
This event will be of interest to anyone seeking to ensure their organisation is well-enough informed to navigate a complex and changing landscape. This will include:
· colleges
· local authorities
· independent and third sector providers
· guidance workers.

Event fee per person is £85. NIACE does not charge VAT on conference fees. Arrival and registration is at 10:45am for an 11:00am start.
